rights for VR services. CAP can also help settle disagreements
with your counselor and can assist in appealing decision made by your counselor.

except to persons involved in the administration of VR, in response to judicial
orders or investigations regarding law enforcement, fraud or abuse, or when
one’s safety is threatened.
